Wind speed is measured using an [http://en.wikipedia.org/wiki/Anemometer anemometer]. It is typically made up of cups attached to spindle. The stronger the wind the faster the cups rotate and the higher the reading. Several readings should be taken over a couple of minutes and an average taken.
